付强提出，自动驾驶的商业化落地，首先要明确前装量产自动驾驶巴士的全国统一标准。当前行业从示范运营向规模化量产过渡，但各地的准入、运营、安全标准不一，企业跨区域布局成本高，“一辆车在广州能跑，到了上海可能就不符合标准，这是规模化的最大障碍。” 只有出台全国统一的技术标准和运营规范，才能为产业化落地扫清制度壁垒。
